Does the session end if you issue a QUIT command?

I can complete a telnet session as described below with no issues.  As soon
as complete the session. I check the server and I have a current session
just sitting there.

The mail is not delivered.

Firewall configuration is only port 25 smtp and port 110 POP3 that is it to
this server.

If the message is delivered when sending a message by hand, the issue I
outside of Exchange. My suspicion is that it is a firewall or other issue.
If you can deliver a message by hand, that would tend to confirm it.
