It's easy to disable it for individual users: ADUC (with Exch admin tools 
installed) - go to the user's properties - Exchange Features tab - 
enable/disable what you want.  You could probably identify the property change 
in ADSI & script it to an OU or the whole domain.

Here's one folks,

does anyone know how to set a policy so that a particular group is not allowed 
to have IMAP and/or POP3 but leave OWA2003 running?

I want to restrict people from using the client and force them to use OWA but 
still allow a select few to connect using the client by change their individual 
settings.
