I read the above to mean you did an authoritative restore. Maybe that is not going well. Interestingly enough I was working on some user accounts when you sent this, for the same reason. Rather than restore I just created new accounts then skipped the checkbox for creating an email box. Then went into Exch System Manager and reconnected the box.
