That dialog can be caused by anything between Outlook and the mailbox
including, but not limited to, the client workstation, network, firewalls,
routers, DNS, WINS, the Exchange Server's OS, Exchange Server itself, the
Exchange server's hardware, storage subsystem, or any number of other
things.

In testing, the latency times average 56ms, they're all well under 100 ms.

Is there anything else I could look for that might hang the Outlook
application, or cause it to lock up once it hits the "Outlook is retrieving
data" condition?

Pay special attention to latency as Outlook is notoriously sensitive to that
particular measure.

Have you checked how the VPN connection is performing? Latency? Packet loss?

We have a remote office which establishes a VPN connection to our network
(W2K RAS server, using active directory), then runs Outlook 2002 into our
Exchange box here.  Outlook has been having an increasing problem with the
"Outlook is retrieving data" error message.  I know this message is to be
expected occasionally, but when the user gets this error message now, it
appears to be fatal, and the user has to disconnect and re-establish the VPN
connection in order to get back into Exchange.

Thoughts on what to try?  I'm already trying the little trick w/ an entry in
the hosts file, and IM is turned off in Outlook.  I'm really more interested
in why the issue with Outlook seems to kill VPN connectivity.
