A restricted GAL won't restrict the ability to send mail. The way to do what you want is through message restrictions (can send to). You can augment it with restricted address lists to make it a little more palatable to the untrusted ones.

Is there a way to give them a restricted GAL? I know I can add the accounts they're supposed to know about to their contacts and then remove the GAL, but I was trying to find something more global if possible.
