Give them a bogus email address. Uncheck the ability to automatically
update the email addresses per the recipient policies of that account in
the ADUC.
Create a SMTP connector to prevent outbound email.

What's the best way to limit a user to company email only, and remove
the possibility of them receiving/sending Internet email?  Could I just
remove the SMTP address?

I'm using Exchange 2003.
