I concur, one must have an e-mail address to be able to use OWA.

Back when I was in a hosting business, we had one common domain suffix that
EVERYONE had. It was secondary. The different clients had their own domain
suffixes that were primary for them.

Your Default HTTP virtual server is bound to a specific domain suffix. As
long as everyone has an e-mail address based on that suffix they will be
able to use OWA.

Another route would be to have additional HTTP virtual servers based on
different domain suffixes. You would need more IPs then.
