The SMTP connector seems to stay in the "Active" state permanently for
this one domain, even after restart the connector comes back as "Active"
and never closes.

I've tried that twice over the weekend.  What I've managed to discover
is that there has to be one message that seems to be stuck that does not
show up in the queue.  Every time I flush the queue the last message in
the SMTP logs seems to this phantom message.  Is there a way to delete a
SMTP connector connection and have it flush all messages?

When this happened to me, I was beating my head against the wall trying
to figure it out. Finally, a simple reboot solved the problem! :)

This seems to happen constantly for every meesage for that specific
domain.

The SMTP queue on our Exchange 2003 SP1 server running on Win2k3, has
been acting strange.  It seems to keep an active connection to a
specific domain (wachovia.com) and any mail going to that domain stays
stuck in the SMTP queue and goes nowhere unless I stop the SMTP virtual
server. I tracked the messages and they seem to go in loop, it is
resubmitted to advanced queuing multiple times.  I have already tried
flushing the queue manually and also restarted the server, to no help.
The one I can't understand is why it maintains an active SMPT connector
with wachovia.com even if there are nomessages in queue.
