With PKI only I know my private key, but you can know my public key. You can't decrypt anything with my public key, but you can encrypt a message to me with that public key. I can then decrypt it with my private key. PGP uses a single key that is known to both sender and recipient. The same key is used for both encryption and decryption. All the user knows is that they send and receive messages in Outlook.
