You can adjust how often the OAB is created.  We recreate ours nightly.
You can also go in and manually run it if needed.

You change that setting in Exchange System Manager.  Drill in to your
"Recipients" Offline address lists, find the OAL for your server (only
one unless you're a large org they may have more) right click and choose
properties and edit the custom schedule.  Then if you want to manually
force a rebuild right click and choose rebuild.  If you have more than
one OAL you need to assign the correct one to your store.
