Still possible. Once the address is in the contacts folder you can double click on it and see the members. An extra step compared to doing it from the GAL, but still possible.

Create the list as normal, with no members. Wait for it to appear in the GAL. Then get all those that need to use the list to add it to their personal address book (Right click on the list and choose "Add to Contacts"). Once everyone who needs the list has it in their Outlook, hide the entire list (Properties of the list, select the tab "Exchange Advanced" - then enable the option "Hide from Exchange Address lists.". Finally add the people who need to be members of the list.
