Unfortunately not.  This functionality is certainly possible through 3rd
party Outlook programs.

What do you consider effective file attachment limits?

Is there any way (by using an exchange tool) you can force all
attachments to be stripped and put on a user's P:\my attachments folder?

We tried to implement 10MB as a limit but those dang PPT and PDF files
crushed our limit.
