Nope, now a product of the PGP corporate. GPG is still supported (by the open source community) and works well.
Another option (for encrypting E-mail attachments, at least) is the new WinZip 9.0 + The WinZip Companion for Outlook. WinZip supports 256-bit AES encryption, and as of yet, no one as demonstrated hash collisions on 256-bit keys...so the crypto is safe for a little while, anyways.
