Is it just me, or is there no step #5? :-)

That would pretty much sum up the way I'd do it. Check this out:

Subject: Exchange 2003 migration Path

Our current network is Win2k AD with Exchange 2000 Native Mode. We would
like to upgrade to Win2K3 AD with Exchange 2003 (however not doing an
in-situ upgrade). Having read the following articles, 325379, 822942,
Ex2k3DepGuide besides many others, is the following path correct:

1. Fix Win2k AD Schema by running inetorgpersonfix.ldf
2. Run ADPREP /forestprep from Win2K3 CD
3. Run ADPREP /domainprep from WIN2K3 CD
4. Install two Win2K3 and upgrade to DC
6. Move FSMO roles to Win2K3 DCs
7. Run /forestprep from Exchange 2003 CD
8. Run /domainprep from Exchange 2003 CD
9. Install Win2K3 member server
10. Install E2K3 and move mail boxes
11. Remove E2K
