We have this fixed now. The problem was in our ISA server which was rejecting overly large noop commands that the other firm's email server was sending out to pad its regular SMTP commands. The fix is to set ISA to allow larger noops as is detailed here...

We haven't tried a full SMTP session but we took it as far as RCPT TO, and it all worked fine that far. Judging from our logs the normal transactions aren't even getting to EHLO or HELO.
