You can point Exchange to a specific GC, but that has some potentially negative side effects in terms of failover flexibility. Exchange performas a series of tests periodically to determine the 'best' GC for it to communicate with. Make sure that you have a GC available in the same Windows site as the Exchange server.

DL expansion is done by the Global Catalog. When you look at message tracking for these messages does it show that the membership was improperly expanded?
