The problem was the person who setup this exchange server installed
Windows POP3 service.  As I'm sure a bunch of you know that this service
conflicts with Exchange (Exchange 2003 has it's own POP service.)  This
was causing all the problems.

Thanks for your help Ed... I'm going to go cry now.
