It has been my experience that Microsoft SMTP will always fail at that point in the tests regardless of Exchange or just IIS. I have even seen the test fail at that point in 2003 SMTP.
I agree with Chris though it isn't really failing the relay simply failing that specific test methodology. I don't know if it will do any good to submit a request to the abuse.net relay test group and ask them to update the testing for other SMTP engines though it might be worth a try.
