In other words,  set the global to 5000

Then create a policy limiting all users EXCEPT  userA  to 200

Global limits represent the largest possible value. You can restrict
individual users to values lower than that, but giving a user a limit
larger than a global or connector limit will not override it.

Running Exchange 2003 on Windows Server 2003.
I have a question that's been driving me nuts regarding setting maximum
recipient limits.
I did some research and found it even more mind boggling that Exchange
has so many different places where you can set recipient limits.
Here's what the limits have been set to:
The global setting (in Global Settings - MEssage delivery) is set to 200
recipients. 
The SMTP Virtual Server limit is set to 200 recipients. 
Users A's mailbox setting limit (in Active Directory - Exchange General
tab) is set to 5000 recipients.

The idea is to restrict the organization from sending emails to more
than 200 recipients. BUT to make an exception for User A. User A is
sending out emails to the outside world.
To make things more complicated, when User A sends an email blast, he
does so using an alias which is a distribution list. I couldn't find any
place in the distribution list properties to restrict number of
recipients (I was only able to restrict message size).
Could anyone clear this dilemma for me ?
