If you grant users "Full mailbox access" to the entire mailbox in its owning
user's properties pages, under Exchange Advanced > Mailbox Rights (I think
that's the name--I'm typing this from memory) they'll be able to see
everything regardless of settings.  It'd be best for you to use a security
group for this purpose.

Exchange 2003, SP2

I've got a user who has two mailboxes that they access. Their primary one
and then a generic one for her department. She has Read and Full Mailbox
rights, the mailbox appears in her folder list and it opens, but she can
only see some of the folders. She can see the Inbox but there are some other
folders within the mailbox she can't see. Others she can, it's bizarre. I've
removed the generic mailbox from her client, restarted Outlook and re-added
it, didn't work. I've created a new profile, that didn't work. If I create a
new outlook profile for just that generic mailbox, she can open it fine and
see all folders. I've even tried starting outlook /resetfolders but to no
avail. There are other users with the same rights as her and they can access
all folders in the mailbox. Any ideas?
