Read or delivery receipts are requested by the sender. Did the sender
request same? If so, it would appear the message was either read or
delivered to the user in question in which case there is no problem. If
there was an NDR, your RDNR hotfix would seem to be not useful in the
diagnosis of the problem and should be removed or disabled to facilitate
troubleshooting of same.

Unfortunately we have that RDNR hotfix that suppresses NDR generation
due to spammers .  Is it necessarily an NDR?  All three mailboxes employ
"read" and "delivery" receipts.
