If message tracking has them going to the mailbox the message was
delivered. Unless you have a corrupt mailbox store there's no reason
they aren't there. Use advanced find to locate them.

What are possible reasons for messages not arriving in people's Inbox?
These are via SMTP, and message tracking has them going to the user.  No
filters are applied and the messages don't appear in Outlook 2003 or OWA
- so filters aren't getting in the way.

This is Exchange 2003 SP2.
