I don't know if it's really by design, but my observation is consistent with yours. I always advise my customers to replicate public folder content before migrating mailboxes to Exchange 2003.

Now the users in Site B can't see the PF info in Site A until I get the particular folder they want to look at replicated to my server. Will this always be the case? Can't I tell me server where to look? I tied PF referrals but it doesn't seem to help. Do I have to replicate until Site A's PF's are moved onto 2003?
