Hmm... ok. Well, guess there are only so many options there. Is a 20MB
mailbox limit really necessary in this environment? IIRC SBS2003 is now
capable of ~=1GB per user max limits on average.

SBS migration using www.sbsmigration.com 'Swing Migration' method.
Exchange store forklift was not a good option because the existing store
was not trustworthy!

I try not to think about PST files if I don't have to.... but I think
you're still barking up the wrong tree. The problem is not with how
Exchange stores data, but how PST files store data. For RTF messages,
the PST file is going to contain 2 copies of a message. There are a
number of other inefficiencies in PST files. 

What was the reason for the exmerge based migration?

OK, so I am barking up the wrong tree by saying that the increase in
size of individual mailboxes is due to the loss of SIS it is more to do
with the way that Exchange stores the data?

How does this explain why some mailboxes have grown very little and
others grown massively? I don't think they have the NDR/read reciepts
problem you mention.

I have the users with the massively bloated mailboxes wondering how they
can reduce their mailboxes again and 'what they did wrong' over someone
else whose mailboxe grew ny only 10% or so!!

Exchange counts an instance of a message against everyone who has a copy
in their mailbox when computing limits. 

I've seen up to 60x growth when exmerging data out in the past, so 7x
growth doesn't seem all that unreasonable to me. It's a very strong part
of the argument that storing data in PST files not only loses SIS
requiring more space, but that the actual data itself can bloat
tremendously. 

In my 60x growth scenario it was because the mailbox contained thousands
of NDRs, delivery and read receipts. Exchange stores these relatively
efficiently, but when exported the form definition needs to be attached
to each of the items in the resulting PST file. That form definition is
much larger than the message stored in Exchange, so things get very
large very quickly.

Please can anyone point me to a resource to explain this?

We have a client and have just migrated them to a new Exchange Database
by ExMerge.

The users were told to reduce their mailboxes to under 20MB and the
warning message limit was set to that level.

All users succeeded in reducing their mailbox to < 20MB, the warnings
stopped and checking in Exchange Manager showed all mailboxes < 20MB.

When we ExMerged the data I fully expected some of the PSTs to be bigger
than 20MB, but was quite surprised to find that some were up to 140MB.

I am wondering whose mailbox a message 'counts against' if it is sent to
more than one internal user. Does it count against the sender? If the
sender then deletes the sent message whose allowance does it count
against then?!

Confused!?! I am.
