If anyone else has this problem, I found it. It's related to what they call freedocs, like a Word or Excel doc that is saved directly into the public folder store. Here's the KB article - http://support.microsoft.com/kb/834743/en-us

So I've narrowed it down to the new OWA version but not sure where to start checking. Any thoughts?
