This sounds like the classic symptom for a corrupted outcmd.dat file,
especially if he's running Outlook 2000. Check it and if it's bigger
than 50K, quit Outlook, rename it, and restart Outlook. You'll probably
find it in C:\Documents and Settings\<username>\Application
Data\Microsoft\Outlook.
