Does this happen after a fresh boot / logon or after someone has left for the day and left their machine on and locked but closed out of Outlook ... Or something else? Does this happen to you, ever? What is the OS version / patch level? How many people is this happening to? Does it happen at a certain time of the day? What version of Exchange are you using? How are users connecting to your mail server? Where are your DCs / GCs in relation to your Exchange server? What kind of connectivity do you have to your exchange server?
