I am unaware of any way to do this natively. Why not just slap a straight
jacket on the guy and let him use his nose on the keyboard to go up or down
thread?

All,

I need to allow a user read only access to Outlook and OWA, Exchange
2003 SP2, OL 2002. 

I have tried removing the send as permissions from the Exchange advanced tab
in AD and also removed the send as permissions on the security tab in AD but
I have tested through OWA and they can still send both internally and
externally. 

It is a staff member who is coming back from illness and for legal reasons
we want them to be able to read their e-mail but not, create new, reply, or
forward messages. I have googled but found nothing specific.
