Not sure about the first question. The relay settings will be for all mail. If you allow specific hosts to relay, those will be the only hosts that will be able to relay, regardless of what domain they send to. All domains "anchored" via the recipient policies will be considered local and will accept inbound mail from anyone.

I have been looking all day on Microsoft and Google, but I can seem to find the right terms that describes the first problem.
