I can confirm that it is a royal pain in the @$$ and I also did not find an automated method, and since you can't point the interactive tzmove.exe at a folder and let it pick up each calendar in the folder.... (it says no calendars need updates), have to point at each individual calendar!!
Anyway, several hours later I had finished our puny number of public folders, I don't see how others are going to manage it with the current tool without some level of scripting. If anyone has a better way I would be glad to hear it as well, as our parent agency will have several hundred to update soon.
