I believe that those mailbox rights are added when the mailbox is actually
created, i.e., when a message is sent to it or the user first logs on.

Hello, Colleagues,

Our Help Desk manager mentioned to me that sometimes when he creates a new
user account, the Exchange Advanced Tab/Mailbox Rights permissions only show
"Self" instead of the whole boatload of users, groups and permissions that
we normally see. When this happens, he can't even log into the new account
via OWA using the password he just gave this new account. He then has to
manually add all these users and groups (Domain Admins, Exchange Admins,
various other groups that should have inherited permissions, etc.). This is
a pain. And, of course, this is an intermittent problem.

Any ideas as to why this is happening and how I can make the behaviour
consistently correct?
