Running the 32bit version on some test boxes in a lab. Attempting to
access a mailbox on the 2007 box from OWA on the same box. FBA enabled
on /exchange, /owa, and /exchweb folders with USER NAME ONLY set, and
domain name listed in the box.
 
Internally, if I go to 
https://ex1/owa <https://ex1/owa> , or https://ex1.domain.local/owa
<https://localhost/exchweb/bin/redir.asp?URL=https://ex1.domain.local/ow
a> , it works fine
 
Externally, if I go to
https://mail.domain.com/owa
<https://localhost/exchweb/bin/redir.asp?URL=https://mail.domain.com/owa
> , it works fine.
 
Problem occurs if I attempt to go to 
https://ex1/exchange <https://ex1/exchange> ,
https://ex1.domain.local/exchange
<https://localhost/exchweb/bin/redir.asp?URL=https://ex1.domain.local/ex
change> , or https://mail.domain.com/exchange
<https://mail.domain.com/exchange>  (note the /exchange instead of /owa)
 
In each instance, I initially get the error page about the cert
(expected). I then get the OWA login page. When I enter my credentials
and try to login, I get the cert error page again. When I click (again)
on "Continue to this website (Not Recommended)",  I get the OWA login
page again, and this time, it will let me in. I can reproduce this every
time, from multiple clients.
 
My understanding is that going to /exchange for a 2007 mailbox will
redirect to /owa, while going to a 2000 or 2003 mailbox stays at
/exchange.
 
Ideas where I should focus?
