Define "full outlook" ?  Any mobile version of Outlook is going to have some 
limitations.

As the respondent below said, most Windows Mobile phones will give you access 
to Exchange via activesync.  That gets you Inbox, calendar, contacts...  
Depending on version of Exchange your running, with Exch07 you can also search 
the entire mailbox, which somewhat gets your around the issue of not being able 
to access other "email folders" (Sent, other sub-folders, etc... which was an 
issue for some of our sales people here).

If you get a phone that supports UMTS, it will also work in Japan too.  AT&T & 
TMobile are the best choice for this right now (though I don't know if T-Mobile 
has any devices that support UMTS, or if you really care about Japan 
connectivity). Verizon will supposedly be coming out with more multi-radio 
"world phones" next year, including some Windows Mobile devices (at least 
that's what my Verizon rep keeps promising me, though I haven't signed the NDA 
yet to see what's really coming, and obviously if I did, I couldn't talk about 
it... But I digress..  :)

Keep in mind that international roaming still isn't cheap.  $.99 to $2.29 per 
minute for voice usage...  And potentially $.02 per KB for data usage (more or 
less, depending on your plan and location of course).

We use the T-Mobile Dash w/ active sync for our world travelers. The only
place this does not work is in Japan, there we need a special phone.
This uses the OWA server to connect and sync along w/ the active sync.

We have not found one phone / provider that will do all on just one phone and
full Outlook connectivity.
