If you mail enable the security group, (or use a distribution group), then you 
can assign view permissions to the calendar via Outlook (or Powershell).  We've 
used this in the past successfully.

Create Department Calendar - how to assign rights - some users with full and 
others with view only

I do this all the time for Department mailboxes, but never had to focus on a 
Department calendar and more granular rights.
What has worked here for a long time is ( I use the AD Security Groups as we 
have a lot of turnover and easy to add or remove users):

EMC - create the mailbox DEPARTMENTX, link to AD object DEPARTMENTX.
Create AD object Security Group  DEPARMENTX-FULL RIGHTS (or whatever)
Add all requested users to AD Security Group DEPARTMENTX-FULL RIGHTS.
EMC - MAILBOX - MANAGE FULL ACCESS PERMISSION - add AD group DEPARTMENTX-FULL 
RIGHTS
EMC - MAILBOX - MANAGE SEND AS PERMISSION - add AD group DEPARTMENTX-FULL RIGHTS
This works great for all our departmental mailboxes, as the department managers 
always want their staff to have full mail access rights.

The new twist that I have not done before, and want to keep it simple and hope 
to keep aligned with what I do above:

DEPARTMENTY wants me to create a shared calendar with a few managers having 
full rights to make changes, and the rest of department staff having only VIEW 
rights.
I am thinking what I do above will work for the managers for full access, but 
not sure what I need to do to make another Security Group like DEPARTMENTY-VIEW 
have only VIEW access to the calendar.

What I can't figure out yet is how to assign AD security group DEPARTMENTY-VIEW 
to have only VIEW access to the calendar.

Hoping for some suggestions as someone must have done this already?
