That's too bad.  I do get some comfort in knowing I'm not the only one
that has to endure this.

I prefer the 'detect and upgrade users brain' setting.

nope, no way to achieve this.

You're not alone though. Over the years, I must have spent quite some time
finding people's toolbars.

interesting idea  - a 'lock toolbars' setting as part of the system policy,
or perhaps a 'detect and upgrade users brain' setting.
