All I can tell you, Rick (notwithstanding your place of employment), is that
when we were having DNS issues, Outlook didn't work very well. It would take
at least 2 or 3 minutes for it to open, and quite often navigating between
inbox folders experienced the same delay. WINS was working fine, and pinging
servers by name was no problem. When I created a HOSTS file with the
Exchange server names in it and did an "nbtstat -R", Outlook behaved just
fine. Of course, once DNS was fixed, things were fine as well. WINS and
NetBios did come into play, but only after DNS resolution timed out and
failed.

I think you'll find Outlook struggles more than a little bit without
being able to resolve NetBios names.
