Matt,
Do you see any errors in the Event log? I had a similar problem and had
"Failure to generate offline address book" errors in the event log.
Searched the Microsoft KB and found the fix. Sorry, I don't have the
article # offhand.

When trying to download the Offline Address Books, no selection appears in
the list box in Outlook 2000. I have followed Microsoft's papers on
setting up multiple address books, but they haven't worked. I have two
