Sounds like there is a configuration error at one end of that x.400 connector.
My guess is that either the X.400 standards settings (version/year, two way alternate, etc) are set wrong, or there is a name resolution issue between the servers. Make sure the X.400's are using IP addresses, not FQDN's or hostnames, when referring to the machine at the other end of the link.
