In my experience, this is usually related to a permissions issue with IIS. TechNet has gobs of info on ASP 0115 errors.
Here is a test. Give everyone that has access to OWA administrative privileges on the server. If that solves your problem, then you know it is a permissions issue.... this is the fastest and easiest way, but it has some obvious security issues. Usually it has boiled down to a permissions problem in the WINNT and WINNT\SYSTEM32 directories. Good luck... finding the cause of ASP 0115 errors is loads of fun.
