Subject: Email Sent to a Distribution Group needs approval first

How can we provide approval for email that has been sent to a Distribution
Group in Exchange 2000. In other words, we need moderated distribution
lists.

The Distribution Group should allow anyone to send mail to it, but a list
of possible moderators should be the only ones that can actually release
the message to the entire group.

Exchange 2000 provides moderation of public folders and we could try and
jury rig something with hidden lists, etc., but I wanted to know if anyone
has a more elegant solution?

Thanks!
