While the IEAK is my prefered way, you can also do the following.

Start the normal IE download and select "save to disk", for example
to D:\IE6install.  Then run the "ie6setup.exe" program with some
command line switches:

run "D:\ie6install\ie6setup.exe" /c:"ie6wzd.exe /d /s:""#E"""

You will be prompted for which operating system(s) the download is for.
Select all the ones you need and you will be prompted for the
destination directory.  Select the same one you chose above, in this
example D:\ie6install.
