According to RFC-977, the LIST command is supported by an NNTP server (i.e.
is not optional). All you need to do is use telnet to open a connection to
119 and issue "list" capturing to a text file. There's your active file.

Can anyone provide me with a copy of their active file for newsgroups or
point me to a location I can grab one?

I've switched providers for our Internet.  The previous provider allowed
desktops to pull messages.  This provider provides a news feed but according
to their last email, they do not provide an active file.
