Not quite. Outlook does close the connection after a period of time. If new mail is present the server informs the client via UDP (we've had this discussion before). I forget what the default value was; maybe 15 minutes like everything else. But it is a clean disconnection and reconnect is seamless to the user. The problem description below fits the first part of the behavior but the foobled connection state is suspect.
