My understanding is that the document is only there to show what the rule set is. Everything I could find says that Outlook does not actually use the document to process the rule set. What they recommended was that if the built in rules did not meet your needs, that you should disable the built in feature and make your own rules.
If you've got it working by modifying filters.txt, please let me know. I'm really curious.
