I neglected to mention that I was installing via the 2 user "terminal server admin mode." When installing Exchange server in this fashion the registry key points to the local machine name for the domain, so Exchange cannot tell it is in a domain.
So you modify: HKLM/Software/Microsoft/WindowsNT/CurrentVersion/Winlogon/DefaultDomainName to the domain name instead of the machine name.
