There are third party packages that can read and run reports against the tracking logs. BindView, NetIQ, Promodag all do it I believe. If you're handy with a scripting language you can even write your own code in Perl, VBScript etc.
BTW, those counters are cumulative so they would provide the total number of messages since the last service startup.
