Why would you be using Outlook 97 on a W2K workstation? It's not even supported any more is it?
You could try removing and reinstalling. Or you could simply use a later client to recover deleted items. DumpsterAlwaysOn only enables recovery from folders other than Deleted Items. The feature should be there for Deleted Items regardless of whether or not you apply that registry value.
