Here in the States the SEC (Securities Exchange Commission, the folks who regulate stock-related activities) required the retention of mail a couple years ago. That's when MS came out with the journaling feature; that is to say, the purpose of the journaling feature is exactly what you're looking for.
I'd recommend a server with one mailbox on it, said mailbox being the repository for the journaling. Full backup every week with mailbox manager running against it to delete mail older than <full backup time period + 1>.
