I'd consider client side efforts. Could probably code an add-in to Outlook to generate an ARE YOU SURE? pop up when you hit send, or have him work offline and synch later. Or even better, simply get into the habit of addressing the email at the end, when you're ready to send, and not at the beginning when composing an email. Or perhaps a connection option in the profile. IMS settings, as Martin Blackstone intimated could help. You could have multiple IMS's. One called CEO Connector that connects at intervals, and one called Everyone else.
