The WinBench suite was a benchmarking suite that tests how fast your given configuration can complete a pre-designed set of tasks. It can then compare those results to other configuration. There is no promise that it will max your CPU's at all. Theoretically you could have more CPU power then the program could tap. If you use some simulator or other program that is designed to max the CPU load or use all the free CPU cycles available, then you stress your CPU.
